Dear States Attorney Richard Devine,

This little story is for your Public Integrity Unit.  Can you figure out what the moral of the story is?

One day there was this fly that hadn’t eaten for a long time.  It flew into a barn and low and behold found a huge pile of manure.  Being hungry, it ate and ate until it was so full that when it tried to fly off, it simply couldn’t.  Being an intelligent fly, it looked around for some higher object it could leap off of.  There it was, a broom handle.  It crawled to the top and started its wings and when it thought it was ready to fly, it jumped off and landed flat on the ground.  It could fly no more because it was squashed.

At least it cannot be said that I don’t have a sense of humor. 

The Role of Congressman Davis

 

I wanted to thank your office for placing a call to Congressman Davis’ Office on Monday, November 27, 2001.  It was quite a long time since I had a chance to talk to Ira.

For the sake of clarity, let me state that Congressman Davis has nothing to do with any of the activities of this organization.  He neither approves nor disapproves any of the activities.  We do not consult with or seek advise from Congressman Davis regarding any of the activities we engage in.  His sole function, at my request, was to ask you for a meeting regarding the voter fraud issue in the 29th Ward so that we could present our findings.  You’ll recall that the meeting occurred in January of 2001.  Danny K. Davis has no involvement whatsoever nor does the office and staff of the 7th Congressional District.  So, placing a call to that office was a futile attempt at stopping us from pursuing our goals.  Your office might have well called Daley and ask him if it was ok to start work on the voter fraud issue in the 29th and 37th Wards.

You Asked For It – You Got It!

Over the last 10 months the people on the other end of the 869-6283 phone number have changed their story in what they tell the general public when called.  They started out giving people the “third degree” about calling that number because they said it was a private number.  Unknowingly, it was I they gave the third degree too.  I then told the person to look at your own web site and you’ll see the number right there; the URL is http://www.statesattorney.org/aweb/saguide.htm.  It’s the last item on the page and I hope that has no bearing on the ordering as to the levity for which you pursue crimes.  After that they started taking peoples name and phone number so that someone could get back with them.  Later, it changed to telling people to send in any information or fax it over and the latest, is to give the general public the general runaround filled with double talk and circular reasoning.  Hey, some real criminals might learn a thing or two from that unit.

You’ve asked for allegations and we’ve now provided it for you and by the time you receive this letter, you should have a copy of everything – again.  This is in addition to the 3000 or so pages you have already received back in January. 

If only the voter fraud unit, alias Public Integrity Unit, were to direct its energy and resources to doing its job as much as it has tried to obstruct our actions of getting data into your hands, then your office might have finished its work months ago.  Carothers and Mitts would be in jail along with many others who perpetrated the fraud in our communities.

Stop Crying About the Faxes

Regarding the faxing of material, you might like to look into a software package called WinFax Pro – latest version is 10.2.  The computer system requirements are typical for any new computer on the market.  If you have an old system lying around then you only need to purchase a fax-modem.  For under $200 (counting the cost of the modem and software) you can receive faxes 24hours a day, 7 days a week and not worry about anything.  It never runs out of paper because all the faxes are digitized.  You can easily print whatever faxes you want, or, choose to print none of them. This tidbit of information I would normally charge for – it’s yours for free.

Also, we need a page count for all the material you have received thus far.  If the page count is different then that would suggest, in computer lingo, a corrupt file.  How applicable a term “corrupt” is for this.  If the page count is different then for the sake of integrity we must resubmit all the information.

The Informational Picket Feedback

As you might imagine, people do stop by the picket and talk about their experiences with your office.  Every last person that does talk to your office is rather upset over the runaround.  Of course, I reinforce their negative feelings and remind them that the next time they vote remember their Devine Experience!  That always brings a smile to their face with the positive response – I will.  Oops, I guess that won’t be too positive for your next election though.

As a minor divergence, it was I who passed out over 10,000 pieces for your election as Cook County States Attorney and at my own expense!  If you do nothing with the voter fraud issue then it will be I who passes out at least 10 times that amount for your opponent and at my own expense!

Does anybody over there comprehend English?

Now there is the problem with your office consistently coming up with a bogus number as to the number of faxed documents.  We say this with certainty because we’ve heard it from different people, one of which was Ira.  The bogus number of faxes we refer to is 645 pages.  Someone should read the email we sent - again.  You’ll discover that the zip file contained 645 pages worth of information. This was not faxed to your office! Yes, once again for the sake of redundancy, this was NOT FAXED to your office.  There are no known ways to fax a zip file and make it readable especially since the files contained within the zip are jpg files!  However, if you would like the contents of that zip file faxed then please let me know so we can start the procedures that are required to process and then fax.

As a side light, we assume that your computer people know how to unzip a file.  If not then please let us know so that we can voluntarily come over and unzip the file for you!  After all, you are interested in seeking all allegations are you not?  Or, is that just on paper so that it looks good to the general public but has no basis in reality?

The Public Integrity Unit 

This seems to be a misnomer at best.  I find it very interesting that for the past 11 months that unit has done nothing in relation to the voter fraud issue in the 29th and 37th Wards.  That’s 11 months at the minimum.  This does not count the time used from the previous year when the Chicago Board of Elections sent information to your office pointing out the problems of voter fraud or the 104 voter fraud charges that should be brought against Emma Mitts.  I hope that Bucaro remembers that because it seems her memory is going through some alterations these days.  For example, two days after we started our picket we received a call from her and at that point in time she said the Chicago Board of Elections shredded all the data.  The memory gap was that she forgot to say she had the data and then sent it back to the Chicago Board of Elections.  Guess she couldn’t find anything.

I hope that this time around people are going to change their eyeglasses, or perhaps buy new ones, because the visionary focus of their eyes was totally out of coordination.  There is no way that I can find 5,500 plus errors and your office can’t find 1!

Stop the Lies!

Your PR people flat out lie!  One of the first ads we ran in the Austin Weekly gave Bucaro’s statement as a quote.  They told the newspaper that she never said it.  I know she said it because she said it to me and if her memory is not completely devoid of recall, then she should remember she said it too.  I did call 869-6283 and ask them why the State’s Attorney Office is lying.  They took my name and number and never got back to me.

In Conclusion

Surprise! Surprise!  You’re back to square one only this time our efforts are going to intensify.  We don’t appreciate such complacency on the part of your office in going after crimes that deal with the very foundation of this country and freedom.  It is usually referred to as democracy.  Voter fraud not only weakens our democracy but further robs the real voters of their true voting power.  In the words of US Attorney Ashcroft, its dilution of votes and very well might be a violation of the Voters Rights Act. 

You now have what you have been looking for – allegations and in the form that was originally received from the Chicago Board of Elections via the Freedom of Information Act.  The one and only question that needs an answer is as follows:  Are you or are you not going to investigate?  We expect a simple yes or no answer.  No runarounds, no circular reasoning, just a flat out yes or no!

Highlights...

Let's face it, when a politician does not want to do anything it's usually because he was talked to by other politicians.  If you look at the chain of command, Daley was the Cook County States Attorney who did nothing in that position.  Devine was working under Daley.

When Daley became mayor, Devine moved up to Daley's old position, via an election, but still took his orders from Daley.

There is no way that we can find over 5,500 errors and he and his staff cannot find one.
