AIO for Steinmetz High School, Paul Zeitler,

My name is Douglas Baylen. My wife and I are the parents of two students attending Steinmetz Academic Centre High School. I am also the Chairman / President of the Title I - Part A NCLB Parent Advisory Council.

I am requesting your immediate assistance to obtain and provide a copy of the 08-10 SIPAAA and copies of the LSC agenda's and minutes from October to present day to me as a Title I – NCLB Parent. The school has refused to give it to me. I was informed by the Federal Auditor from the Department of Education, Washington that I met at the CPS Parent Luncheon, Mon. April 14, 2008 held at Central Office that as parents of Title I - NCLB students, this information is to be provided to the parents directly from the school.  If the school does not give it to me, the district is to provide it to me. 

I have requested this information from the Department of Local School Council Relations and I was informed to request the information from you as the AIO for Steinmetz.

This is my official request to you that I would like the info on or before April 28, 2008

Steinmetz is a school on probation, as the AIO you have the authority has given you from the CEO Duncan to move funds that the Steinmetz LSC does not move. The LSC received the *** agenda, minutes and the attendance sheet (Oct 07 LSC Meeting, a quorum was established) from the meeting where actual parents of Steinmetz students were included in the decisions of how the funds were to be allocated under the specific terms of the Section 1118 Parental Involvement.  I was present at the LSC meeting and I taped the entire meeting.  As of this date, our school unit, 46291 Steinmetz Title I - Part A Program 390030 Section 1118 NCLB funds have not been used for any of the literacy or parenting skill activities, meetings or training's that Steinmetz parents wanted to have this school year. Our Principal attended the meeting where Steinmetz parents voted to move the funds. The LSC has refused every month since October to move the funds.

We, the Title I – NCLB PAC provided the LSC, the required*** information to move the funds, Our Principal was to present the transfer form; she has not done so at any meeting since October. As the AIO, you can transfer the funds. I am requesting as the Chairman of the Title I – NCLB PAC and on behalf of the parents voting to use their funds for workshops and meeting expenses that our parent training funds be moved as listed below.

These funds will be used to support the transportation cost parents incur that is one of the provisions of Title I - Part A subpart one Section 1118 Section e number 8.

Our Title I - NCLB program 390030 had $11, 588.00 dollars in it. A year ago, the LSC Chairman who was also the Chairman of the Title I - NCLB Parent Advisory Council voted to move our funds to give to teachers. It was discovered by CPS and the law department that this person had no children attending Steinmetz school, a legal hearing was held and the person was removed as the LSC Chairman and the Title I NCLB Chairman.  We were informed that since someone who was not a parent voted on these funds that the vote would have to be taken over again.

 

At our Title I – NCLB Parent Advisory Council meeting in October 07, parents of Steinmetz students voted not to give all of their parent training funds for classes. that the school would not or could not provide us with any assessment information or evaluations about the classes held last year ($8,000.00) or where the supplies are that the school bought with the Parent Training funds. The school also had available Title I – Part A funds that could be used to fund the classes.

My name and my wife's name were included on the 08-10 SIPAAA signature page that is supposed to reflect the people’s names that actually worked on the Parental Involvement Policy / Compact. Ms Lofton told us she wrote the document. 

IF we had been able to use our funds this year, parents wanted to have workshops and training on the SIPAAA, so parents could learn how to work with the school as partners. Getting training on Title I - Part A Section 1118 of the NCLB Act would have helped to support Steinmetz parents learning how to jointly develop and work with the school so we could also contribute to the academic achievements of our children. Since the school did not present any part of the SIPAAA to the Title I NCLB Parents.   I have sent a letter to the Principal requesting that our names be taken off of the document that we know nothing about and that we have not been able to share with parents of Title I – NCLB Steinmetz student.

There is still time to resolve this issue. We have available funds in a miscellaneous line of our Parent Training Program.  $2, 739.00  Parents are requesting that you as the AIO move our available funds into the following budget lines:

 

         $2,000.00 to The Professional Services line 46291. 332. 54125.390030.430070

        $739.00 to supplies, meeting refreshments for the workshops and training sessions   

                        we are planning for May to line  46291. 332. 53405.390030.430070 

Title I – Part A subpart one Section 1118 Parental Involvement of the NCLB Act states under letter E. Number 14.  To ensure effective involvement of parents the LEA and school shall provide such other reasonable support for parental involvement activities as parents shall request.  Steinmetz Parents are making a reasonable request to get training and purchase materials for their workshops and educational meetings.

Steinmetz High School is apparently unwilling to cooperate with the Parent Advisory Council, despite the fact that there are Federal guidelines.
