Re:    CR #288384 - Misconduct of Sgt. Neil Schultz
        Police District 25
        Michael McCotter, Commander

Dear Mr. Mahnke:

Please take note that the referenced CR #288380 in your September 17, 2003 letter is incorrect.  It should read CR #288384 as given by Sgt. Marshall of District 25 on March 24, 2003.  Could this just be a typographical error?  Or has 288384 been mishandled or lost in the shuffle of paperwork?

You stated that Internal Affairs Division has completed a thorough investigation.  How could this be a thorough investigation when nobody has contacted me in seven months about the misconduct of Sgt. Neil Schultz at the CAPS meeting on February 19, 2003.  Sgt. Schultz knew that as an officer of the law and as a human being that his behavior was not frivolous, but that his behavior was inappropriate and of serious nature for Police District #25 because he reported the incident to Commander McCotter as soon as possible.

Internal Affairs where are your senses?  An Officer wearing a badge and a gun has the right to intimidate a woman at a CAPS meeting?  This should never happen to any community member.  My feelings are deeply hurt.  To this date why hasn't Commander McCotter reprimanded Sgt. Schultz and why haven't I received a public apology from Sgt. Schultz?

Internal Affairs what are you covering up that you are stalling on this investigation?  If this investigation does not get underway soon I will be contacting the Federal Bureau of Investigation.

Your Truly

Stella Nicpon
