We have said all along that crime is on the rise in the 25th District (referred to as Grand-Central in the article). The Commander as well as Downtown want to downplay the matter and make it look like everything is fine and dandy - but that's not the truth.
Fact: Crime stats can be manipulated. One way is in the reporting mechanism. A stat is reported when paperwork is actually submitted. No paperwork, No crime. It's the illusion that something never happened.
